responsabilità

La risorsa verrà inserita nel team di R&D e progettazione, per lo sviluppo dei prodotti dell'azienda; in particolare per la progettazione dell'elettronica di potenza in riferimento alle interfacce di sistemi Fuel Cell e elettrolizzatori, oltre a possibili rinnovabili di piccola taglia.

Le principali responsabilità saranno:

  • progettazione dell’hardware dell’elettronica di potenza per azionamenti elettrici;
  • progettazione dell’hardware dell’elettronica di segnale;
  • individuazione di nuova componentistica e strategie per lo sviluppo dei prodotti;
  • test EMI dei prodotti sviluppati;

Nell’ambito dell’unità Ground and Naval Equipment di ES&T la risorsa sarà incaricata della progettazione, realizzazione, integrazione e test di apparati elettronici e della messa a punto della relativa documentazione.

Le principali responsabilità/attività, in particolare, saranno le seguenti:

  • gestione interfaccia cliente interno/esterno;
  • preventivazione e pianificazione iniziale;

DESCRIPTION OF TASKS

The candidate is to support CNREURAFCENT and its Clients with support on Military Construction (MILCON) and Unspecified Minor Construction (UMC), assisting the Capital Investments Director with overall program management and administration of CNREURAFCENT’s MILCON and UMC programs. The candidate will work closely with installations’ Public Works Officers (PWOs) and their staff counterparts within the Public Works Departments, occasionally with Installation Commanding Officers, and frequently with N46 staff at Naval Forces Europe/Naval Forces Africa (NAVEUR/NAVAF) and Naval Forces Central to identify program requirements throughout the Region. The candidate will help develop the Region’s MILCON Integrated Priority List (IPL) while also supporting the Capital Investments Director in advocating the MILCON program to higher headquarters. Daily work with basic desktop applications include spreadsheets, word processing and presentation software. Navy data and planning software is required to be utilized including internet Navy Facilities Assets Data Store (iNFADS), Electronic Project Generator (EPG), and technical publications (i.e. Facility Planning Factors for Naval Shore Activities P-80, Facility Category Codes P-72, Unified Facility Criteria (UFCs), etc.).
The candidate shall...
  • Develop CNREURAFCENT’s MILCON projects portfolio covering a broad range of facilities planning and technical facility activities encompassing a variety of complex facilities to include piers, airfields, hangars, etc.
  • Develop regional guidance and engineering standards for management of one or more facilities program(s).
  • Recommend technical solutions during requirements generation and initial planning efforts for 1391 development pertaining to one or more facilities programs to installation Commanding Officers, Public Works Officers, operational units, Regional Program Directors and Regional Flag Officers as well as external supported commands including NAVEUR/NAVAF/6th Fleet and NAVCENT/5th Fleet.
  • Conduct site visits and generates technical guidance to NAVFAC and Public Works personnel on capital investments for facilities including but not limited to piers, hangars, airfields, utility systems and bachelor housing.
  • Prepare planning and technical reports, presentations and background papers as required on technical engineering aspects of one or more facilities program(s). 
  • Represent Installation Major Claimants and/or CNREURAFCENT on various working groups, conferences, meetings, etc.
  • Review, validate, recommend approval, present, manage and track execution of CNREURAFCENT assigned facilities program(s) projects costing over $750,000 as part of the Navy’s Special Projects Program or over $2M for the MILCON program. 
  • Coordinate and support development of CNREURAFCENT annual Special Projects Program/MILCON/UMC/Demo Integrated Priority List (IPL) submissions, validating Regional priorities consistent with CNREURAFCENT, CNIC and Navy guidance.
  • Work closely with outside engineering organizations including United States Army Corps of Engineers as well as engineering organizations from fellow NATO countries in the development and planning of projects throughout the AOR.
  • Reviews, interprets and provides input on proposed emerging DOD, and CNIC facilities engineering support and facility program(s) policies.
  • Ensures compliance with Congressional, DOD and Navy laws and directives that govern the various facility program(s), including evaluation of economic analyses and cost estimates of proposed work.
  • Synchronize efforts with Environmental Planners specifically concerning National Environmental Policy Act (NEPA) documents to ensure that community issues are adequately addressed to include traffic, economic impacts, socioeconomic impacts and other development concerns are adequately address and mitigated as appropriate.
  • Work with NAVFAC and installation Public Works Staffs to ensure host nation permissions for capital investments are properly coordinated for timely submission and acceptance within established MILCON planning timelines.
  • Develop regional policies and procedures, position papers, and instructions related to planning aspects of assigned facility program(s).
  • Demonstrate knowledge of the Planning, Programming, Budgeting, and Execution System (PPBES) process for major capital improvements.
  • Utilize both primary and secondary economic analyses in support of major facility acquisitions. Serves as a consultant within CNREURAFCENT staff and NAVFAC Asset Management with regard to development of economic analyses. 
  • Utilize the most current Economic Analysis software to support land and facilities alternative analyses.
  • Participate in work on Regional Plans and EURAFCENT Site Feasibility Studies for Navy and DOD both in the region and, in some cases, outside the region.
  • Support the ARE Investment Team Lead, performing integration tasks, coordinate with regional staff, and attending meetings to ensure requests for information and Regional and CNIC tasks are completed. Supports Special Projects and NATO Security Investment Program (NSIP) project management tasks during the absence of the respective Program Managers. Tasks include attending meetings, coordination, and report writing to maintain each programs Plan of Actions and Milestones (POAM).

DESCRIPTION OF WORK

The candidate shall provide services as set forth in this document in support of the overall operational objectives of Commander, Navy Region Europe, Africa, Central (CNREURAFCENT). The primary duties are to provide NATO, facility and capital investments support services for the Assistant Regional Engineer/N44, CNREURAFCENT Naples, Capodichino. The Contractor will provide NATO Security Investment Planner (NSIP) support service for the Assistant Regional Engineer/N44, located at Naval Support Activity Naples, Capodichino, Naples, Italy. Candidates MUST be US citizens and possess their current SECRET security clearance. Most of the physical demands consist of office related activities, but will require the ability to perform activity while working outdoors in extreme heat during the facility surveys.

  • Coordinate on projects portfolio covering a broad range of facilities planning and technical facility activities encompassing a variety of complex facilities to include piers, airfields, hangars, etc.
  • Develop regional guidance and engineering standards for management of one or more facilities program(s).
  • Recommend technical solutions during requirements generation and initial planning efforts for 1391 development pertaining to one or more facilities programs to installation Commanding Officers, Public Works Officers, operational units, Regional Program Directors and Regional Flag Officers as well as external supported commands including NAVEUR/6th Fleet/NATO components.
  • Conduct site visits and generates technical guidance to NAVFAC and Public Works personnel on capital investments for facilities including but not limited to piers, hangars, airfields, utility systems and bachelor housing as they relate to NATO.
  • Prepare planning and technical reports, presentations and background papers as required on technical engineering aspects of one or more facilities program(s). 
  • Represent Installation Major Claimants and/or CNREURAFCENT on various NATO and host nation working groups, conferences, meetings, etc.
  • Coordinate and support development of CNREURAFCENT’s NATO requirements, validating Regional priorities consistent with CNREURAFCENT, CNIC and Navy guidance.
  • Work closely with outside engineering organizations including United States Army Corps of Engineers as well as engineering organizations from fellow NATO countries in the development and planning of projects throughout the AOR.
  • Review, interpret and provide input on proposed emerging DOD, and CNIC facilities engineering support and facility program(s) policies. 
  • Ensure compliance with Congressional, DOD and Navy laws and directives that govern the various facility program(s), including evaluation of economic analyses and cost estimates of proposed work.
  • Synchronize efforts with Environmental Planners specifically concerning National Environmental Policy Act (NEPA) documents to ensure that community issues are adequately addressed to include traffic, economic impacts, socioeconomic impacts and other development concerns are adequately address and mitigated as appropriate.
  • Work with NAVFAC and installation Public Works Staffs to ensure host nation permissions for capital investments are properly coordinated for timely submission and acceptance within established NATO and Host Nation planning timelines.
  • Develop regional policies and procedures, position papers, and instructions related to planning aspects of assigned facility program(s).
  • Knowledge of the Planning, Programming, Budgeting, and Execution System (PPBES) process for major capital improvements as well as related NATO processes.

Requirements:
