HQ JFCNP is a deployable joint headquarters capable of executing effective command and control over an assigned Joint Task Force.
The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions.
The J1 Division is responsible for planning, preparing, executing and developing the human resources plans and programmes for JF HQ and supported organizations.
The Assistant (LCM) is part of the Civilian Human Resources Management (CHRM) Branch, which is a shared services provider for different NATO bodies, units, and /or activities, for which it plans, executes, develops, and implements policies and procedures pertaining to the procurement, life-cycle management, training, remuneration, deployment, and separation of civilian human resources.
The Assistant, (LCM), is responsible for executing administrative functions in support of LCM for all assigned civilian personnel. The Assistant (LCM) reports directly to the Cell Head, (LCM) — A-3.
2. DUTIES
The Assistant (LCM) is responsible for obtaining information and/or documentation from administered staff members and other stakeholders in support of personnel actions.
He/she maintains,updates, and utilizes HR databases, thus producing correspondence and reports.
The Assistant (LCM) obtains from administered staff necessary documentation in support of award of allowances, privileges, and immunities. He/she submits documentation to payroll staff and/or to Staff Officer (Contract and Performance Administration) for further processing.
The Assistant (LCM) maintains, updates, and utilizes paper and electronic filing systems.
The Assistant (LCM) provides administrative and logistical support for the recruitment and selection functions, and for the deployment of NATO civilians.
The Assistant (LCM) utilizes and updates APMS and local CHRM databases which may be used to produce ID card requests, certificates of employment, reports, statistical data, etc. He/she provides administrative support for contract and performance management, to include acting as secretary to working groups and boards.
The Assistant (LCM) performs duties as alternate Terminal Area Security Officer (TASO) and, when assigned by Branch Head, act as Division Security Officer (DSO), Branch Security Officer (BSO), Memorandum Receipt Account Holder (MRAH), CIS Support Officer (CSO) and supply clerk.
The Assistant (LCM) performs the duties of other LCM B-grades, when directed.
Under routine circumstances, the job is performed in a typical office environment where the risk of injury is categorized as “no risk". However, the Senior Assistant (LCM) may be required to undertake deployments in support of military operations and exercises, and/or short-term travel assignments, both within and outside of NATO boundaries.
Such operational deployment may exceed 30 days in any period of 547 days, and may be on short notice. Acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days, if required.
3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
Secondary education and basic training in Human Resources Management, business administration, law, social sciences or related field, public administration or related discipline for specific task-related skills.
Minimum 2 years of post-related experience.
Experience in personnel administration
Basic Experience in the execution of Personnel Regulations.
Professional experience in office/general administration practices.
Must have proven experience in the use of modern office automation applications (such as MS Office), graphics presentations, database, and the Internet.
Must have an English Standard Language Proficiency level of “professional” in Listening, Speaking, and “functional” in Reading and Writing (SLP 3322 based on NATO standards).
Knowledge of Italian language is required at functional level SLP 2222.
DESIRABLE
Higher secondary education and intermediate vocational training in personnel management or office administration.
Professional experience in a clerical/administrative role in an office setting
Experience in a military headquarters/international organization.
Italian language professional level SLP 3333.
4. POSITION AND CANDIDATE PROFILE

The Assistant (LCM) must be able to use judgement in prioritizing responsibilities, planning and organizing assigned tasks, and to modify approach and/or style in order to reach a goal and to maintain effectiveness in a context of evolving requirements. The Assistant (LCM) must be able to use own initiative in recommending improvements in office administrative policies and procedures. The incumbent must use tact and interpersonal sensitivity, integrity, and discretion in dealing with private personal information, staff, and chain of command on a daily basis. Strong teamwork skills, commitment, and energy, will allow the incumbent to effectively and efficiently meet branch and division requirements.
Interpersonal sensitivity and tact needed for daily interaction with staff, public and chain of command. The incumbent should be at own ease in a social situation and able to mix easily with other people.

The incumbent routinely interrelates not only with work associates, but frequently interfaces with host nation authorities.

The incumbent‘s role in performing the assigned duties is crucial for the successful maintenance of the security program.

The Incumbent maintains a high level of administration of civilian personnel by efficient handling of incoming and outgoing mail, registry, leave and library matters. Failure to perform assigned duties diligently could have legal and personnel management implications for the organization and could have an impact on the headquarters’ image.
5. CONTRACT
The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. The basic entry-level monthly salary for a NATO Grade B-3 in Italy is Euro 3,282.17 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

HQ JFC Naples will take action to obtain the required security clearance from the successful candidates’ national authorities.
The approved order of merit generated by the selection proceedings for this vacancy may be used by the Headquarters to fill other positions performing similar duties, at the same grade level or one below, which may become vacant in the immediate future.
